The Office of the Tariff Commission of the State Council today officially released the "Hainan Free Trade Port Import Taxable Commodity Catalog (2025 Edition)." This significantly increases the proportion of "zero tariff" positive list items from 21% to 74%, covering 12,000 products with ten-digit tax codes, including aircraft, ships, medical devices, and production equipment. Effective December 18, 2025, when the island-wide customs closure begins, enterprises and institutions registered in Hainan with independent legal person status will be exempt from import tariffs, import value-added tax, and consumption tax on goods not included in the catalog. Taking the aviation industry as an example, the CFO of Hainan Airlines Holdings did some calculations: an Airbus A330 needs to be sent abroad for repairs every five years, originally subject to approximately 12 million yuan in customs duties and value-added tax. However, according to the latest "Administrative Measures for the Duty-Free Administration of Aircraft and Vessels Temporarily Exported for Repair and Re-entry," companies returning these aircraft for repair and re-entry are fully exempt from these taxes and fees, saving nearly 30% per flight. Haikou Customs estimates that the policy will reduce the burden on Hainan's airlines and shipping companies by over 600 million yuan in the first year of implementation, attracting high-value-added industries such as financial leasing and maintenance support to accelerate their concentration.
To ensure the precise implementation of the policy, Hainan's international trade "Single Window" has launched a dedicated "zero tariff" application area. Companies can submit their business licenses, industry qualifications, and descriptions of their intended use online. Customs, finance, transportation, and other departments will jointly review and approve the application, and qualification can be completed in as little as 24 hours. The Hainan Provincial Department of Commerce stated that it will collaborate with financial institutions to launch a "zero tariff + bonded financial leasing" combination plan. It expects to introduce 50 aircraft, ships, and large medical equipment within the year, generating over 10 billion yuan in added output value.
